§ 98.05 ALTERNATE STANDARDS FOR EXPRESSIVE ACTIVITIES.
   (A)   Expressive activities for groups larger than 15 persons. For all special events conducted for the sole purpose of engaging in expressive activities by groups larger than 15 persons, to include church services, the person in charge of the activity must apply for and receive a special events permit unless expressly exempt under § 98.09. The following alternate requirements and standards are applicable to the permit application:
      (1)   A written application for a permit shall be filed not less than 24 hours and not greater than 21 days in advance of the parade, picket line, group demonstration, or other expressive activity;
      (2)   The application shall specify the time and place for the commencement of any picket line and the time, place, route, and duration of any parade, group demonstration, or other expressive activity;
      (3)   The application shall specify whether or not minors below the age of 18 years will be permitted to participate;
      (4)   The application shall specify the number of persons estimated to be in attendance including organizers, participants and spectators;
      (5)   The application shall specify a person or persons (not to exceed three) in charge of the activity. At least one of those persons identified shall be required to accompany the parade, picket line, group demonstration or other expressive activity at all times and shall carry the permit with him or her at that time. The permit shall not be valid in the possession of any other person. No other identifications are required; and
      (6)   No application or fee or permit fee shall be charged for special events covered by this section.
   (B)   Special events covered by this division(A) shall comply with the standards and regulations set forth in §§ 98.04 (A), (B), (C), (D), (E), (H), (I), (J), and (K), 98.07, 98.08 and 98.09, and such standards and regulations shall be specified on the permit or otherwise provided to the person to whom the permit is issued. The Special Events Coordinator shall issue a special events permit under this division (A) upon receipt of a complete application and upon finding that the proposed special event meets all applicable standards.
   (C)   Expressive activities for groups larger than three, but fewer than 16, wishing to engage in a special event consisting of expressive activities shall notify the Special Events Coordinator prior to engaging in such activity. The person providing the notice shall designate the area and time frame for engaging in a special event consisting of expressive activities and the number of persons expected to engage in the activity. If the Special Events Coordinator is not available, such individual or small group shall notify the fire department. Any expressive activity on the public beach shall be limited to an area meeting the requirements of § 98.09(B). A group larger than three, but fewer than 16, shall not engage in any special event in an area and at any time already authorized for another special event. The person giving notice shall be issued a receipt indicating the date, time, area and number of participants.
