90.15: KEEPING OF CERTAIN ANIMALS PROHIBITED; EXCEPTIONS:
   A.   Permit Required: No person shall own, harbor or keep any animal, except a dog, cat or other household pet, within the corporate limits of the city without a permit as provided in section 90.55 of this chapter.
   B.   Prohibited Animals; Exception:
      1.   Notwithstanding subsection A of this section, it shall be unlawful to own, or in any way possess, within the corporate limits of the city:
         a.   Any warm blooded carnivorous or omnivorous, wild or exotic animal; (2001 Code § 90.15)
         b.   Any animal having a poisonous or venomous bite; or (2001 Code § 90.15; amd. 2012 Code)
         c.   Any vicious or dangerous animal.
      2.   This subsection shall not apply to properly permitted exhibitions, animal shows and circuses.
   C.   Domesticated Farm And Ranch Animals: Notwithstanding subsection A of this section, domesticated farm and ranch animals may be temporarily harbored or kept within the city as follows:
      1.   At Crystal Beach;
      2.   At the sale barn or stockyards;
      3.   For no more than seven (7) days for the purpose of participation in the annual Elks Rodeo And Parade, annual American Legion Horseraces, or other horseraces to be conducted at Crystal Beach Park, fairs, livestock shows or other exhibitions. (2001 Code § 90.15)
   D.   At Large Prohibited; Exception For Cats: Notwithstanding subsection A of this section, no person shall allow an animal owned, harbored or kept by them to be at large; provided, however, cats may be at large unless the cat or cats constitute a nuisance. Untagged cats shall be considered feral (wild) cats. (2001 Code § 90.15; amd. 2012 Code)
   E.   Kennels: Notwithstanding subsection A of this section, no person shall allow a concentration of animals exceeding two (2) dogs or three (3) cats, or any combination thereof, which exceeds three (3) to be kept on their property without a kennel permit. (2001 Code § 90.15)
