90.55: PERMIT REQUIREMENTS:
   A.   Conditions: All permits for animals and animal establishments shall be issued by the city clerk upon acceptance of application and verification of the signatures. Application forms must be obtained from the city clerk's office and shall state the number and types of animals which are to be kept on the premises.
   B.   Application For Permit: All applications shall be completed and signed by owner of the household, and shall contain the signatures of one hundred percent (100%) of the owners of all adjacent properties, and at least fifty one percent (51%) of the owners of all properties within three hundred feet (300') of the borders of the property on which the animal establishment shall be kept; provided, however, if such animal is a "vicious animal" or "dangerous dog or potentially dangerous dog", as defined in section 90.01 of this chapter, the application must contain the signatures of one hundred percent (100%) of all property owners within three hundred feet (300') of the boundaries of such property.
   C.   Revocation Based On Adjoining Landowner Objections: All permits are revocable upon the application or petition of at least fifty one percent (51%) of the adjoining landowners or owners of property within three hundred feet (300').
   D.   Term; Renewal: All permits are valid for one calendar year. Renewal of the permit may be granted only as set forth below. All applications and permits are valid only for the animal or animal establishment listed thereon. Separate applications and permits must be made for additional animals acquired while a permit is in existence.
   E.   Fees: The fees for permits are as follows:
      1.   The fee for permits for an animal establishment, kennel or pet shop, other than those provided in subsection E2 of this section, is fifty dollars ($50.00) and may be renewed yearly for ten dollars ($10.00), provided no complaints regarding such animal or animal establishment, kennel or pet shop, have been filed with the city clerk. If the city clerk has received a written complaint regarding such animal or occupant of a property situated within three hundred feet (300'), the owner or operator thereof must file a new application and submit a fifty dollar ($50.00) fee.
      2.   The fee for any permit involving a vicious animal or dangerous or potentially dangerous dog is seventy five dollars ($75.00) per year, with renewal of such permit only upon completion of a new application and payment of the seventy five dollar ($75.00) fee.
   F.   Nonassignable, Nontransferable: Each permit is nonassignable and nontransferable. (2001 Code § 90.55)
