6-1-1: DEFINITIONS:
For the purpose of this chapter, the following terms shall have the meanings ascribed to them in this section:
UTILITY CHARGE: The fee, rental, rate, charge, service charge or assessment provided for in this Code as reimbursement to the City for rendering to the utility user of the services of that particular utility for which the charge is made.
UTILITY SERVICE: The Municipal water service, and the Municipal refuse service, and the Municipal sewer service are each defined as utility services of the City of Winchester.
UTILITY SERVICE BILL: The statement containing the combined total amounts of all utility charges due and payable to the City for utility services furnished and delinquency charges assessed.
UTILITY USER: The owner of the property, or a renter, tenant or other nonowner occupant of the property, to which one, or all the utility services of the City, is supplied.

6-1-2: UTILITY SERVICE BILLING:
   A.   Billing To Property Owners: Unless otherwise provided herein, all utility services of the City shall be billed to the owner of the property to which the utility services of the City are supplied. (1990 Code §8-202)
   B.   Billing To Tenants:
      1.   If any utility user as defined in section 6-1-1 of this chapter desires the utility services to be billed to a renter, tenant or other nonowner occupant of the property, the property owner may enter into a contractual guarantee agreement with the City, whereupon the City may bill directly to the tenant until further notice so long as the payments are current. Any such practice shall be as a convenience to the property owner only and shall not relieve the owner of responsibility for payment heretofore imposed.
      2.   The authority to enter into such agreements on behalf of the City is hereby delegated to the City Council, to be on a standard form of agreement approved by the City Council and filed thereafter with the City Clerk-Treasurer. (1990 Code §8-207)
   C.   Monthly Billing:
      1.   Utility service billings shall be made monthly on an itemized statement which shall contain the following information: period covered by billings; water meter reading date; present water meter reading at billing date; water meter reading at last billing; and a statement as to the amount of water used or the estimated amount of water used.
      2.   In addition, the utility statement shall contain information in a monetary amount as to the water rental due, or estimated due; water rental past due; refuse services due, refuse services past due; sewer rental due; sewer rental past due; and delinquency or service charge, if any.
      3.   The utility service bill shall then contain a total of all utility charges due and payable to the City. (1990 Code §8-202)
   D.   Charges Not Prorated: If any utility service is supplied to a premises for any portion of a calendar month, such utility service shall be billed to the utility user for the entire month. No utility charge shall be prorated for a portion of any month. (1990 Code §8-205)
