3-1-1: NUISANCE DEFINED:
Anything which is injurious to the health or morals, or which is indecent or offensive to the senses or an obstruction to the free use of property so as to interfere with the comfortable enjoyment of life or property, or which unlawfully obstructs free passage or use in the customary manner of any street, alley, sidewalk or public park, or injures any street or alley, or disturbs the peace and quiet, is hereby declared to be a "nuisance". (1990 Code §6-601)
3-1-2: DESTRUCTION OF DILAPIDATED OR UNSAFE BUILDINGS:
   A.   Prohibited Condition; Council Authority: It shall be unlawful to maintain any building or property so dilapidated or in such condition as to menace the public health or safety, and the City Council may cause the destruction or removal of the same at the expense of the person creating, causing or maintaining the building or property.
   B.   Special Assessment: The City may impose a special assessment on the land or premises where such building or property is situated, sufficient to defray the cost of abating the nuisance thereby created. (1990 Code §6-602)
