6-1-3: PAYMENT OF CHARGES; DELINQUENCIES; WATER SHUTOFF:
   A.   Delinquency; Additional Monthly Charge; Lien:
      1.   All utility service bills are due and payable monthly on the first day of the month following the month in which such services are used and shall be delinquent if unpaid at the next billing date. If not paid before delinquent, a charge of five dollars ($5.00) per month shall be added to the amount previously due.
      2.   All utility charges and utility service charges provided for in this Code, and the delinquency charges thereon, shall be a lien upon the property to which utility services are rendered, superior to all other liens and encumbrances whatsoever except for general taxes and local special assessments. The City Clerk-Treasurer is hereby authorized and directed, prior to the expiration of six (6) months from the first day of the first month for which such charges are unpaid, to certify to the Auditor of Lewis County, all such utility charges as a lien upon such property.
   B.   Water Shutoff For Nonpayment; Return To Service Fee: As an additional and concurrent method of enforcing the lien of the City for said utility charges when the same shall become delinquent and remain so for a period of thirty (30) days, the City Clerk is hereby authorized and directed to cut off the Municipal water service from the premises to which utility services were furnished, and said service shall remain cut off until all of the utility service bill, utility service charges, delinquency charges and a return to service fee of fifty dollars ($50.00) have been paid in full.    C.   Shutoff Notice: Municipal water service shall be turned off at any such premises for the nonpayment of any or all of the utility service on such date as indicated on the utility bill. (Ord. 444, 6-13-2005; amd. 2018 Code)
