A. Any person, firm or corporation who shall willfully or negligently throw, dump, store or deposit upon any sidewalk, street, alley or public place, or any portion thereof, any glass, nails, tacks, hoops, cane, barbed wire, boards, or any other substance or material which would be likely to injure any animal, vehicle or person traveling thereon, or which obstructs or impedes the free passage of pedestrians or public travel upon such sidewalk, street, alley or public place, or any portion thereof, shall be deemed in violation of this chapter. B. It shall be unlawful for any person to cast, keep or leave upon any of the streets, highways, alleys or public grounds within the corporate limits of the City any manure, stagnant or impure water, refuse, vegetables, decayed or decaying substances, slops, swill, garbage, scrap iron, junk, car bodies or filth of any kind, the same of which are hereby declared to be a nuisance and a violation of this chapter.
