CITY MANAGER
§ 31.01 OFFICE CREATED.
   The position of City Manager is hereby created to replace the position of City Coordinator, effective 1-21-2004, upon the end of the present contractual term of the City Coordinator.

§ 31.02 APPOINTMENT; RESPONSIBLE TO CITY COUNCIL; LIMITATION.
   (A)   The City Manager shall be appointed by the Mayor, subject to confirmation by the City Council. Before making the appointment, the Mayor shall prepare job qualifications and advertise the position opening and, with the assistance of City Council, screen applicants for the position of City Manager. Residence in the city is not a qualification for the position of City Manager.
   (B)   The City Manager shall be responsible to the Mayor and City Council. He or she shall exercise those administrative powers and have the responsibilities set out in this subchapter.
   (C)   No member of the City Council or the Mayor shall be appointed to the position of City Manager during the term of office for which he or she was elected or appointed or within two years after the expiration of the term of office.

§ 31.03 TERM OF OFFICE.
   The City Manager shall be appointed for an indefinite term, shall serve at the will and pleasure of the City Council, and shall be subject to discharge at any time, with or without cause, by a majority vote of those members of the City Council qualified and serving. It is specifically provided that no person appointed to the position of City Manager shall have any entitlement, contractual right, or property right in the position or to continued employment by the city.
