The Chief of Police is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance with the speeds otherwise applicable within the district or at intersections, and shall erect appropriate signs giving notice thereof. (1967 Code Sec. 17-42)
Whenever Council determines, on the basis of an engineering and traffic investigation, that slow speeds on any part of the highway consistently impede the normal and reasonable movement of traffic, it may determine and declare a minimum speed limit below which no person shall drive a vehicle except when necessary for safe operation or in compliance with law. (1967 Code Sec. 17-43(b))
All traffic control signs, signals and devices shall conform to the manual and specifications approved by the Department of Highways or to resolutions adopted by Council. All signs and signals required under the Traffic Code for a particular purpose shall, so far as practicable, be uniform as to type and location throughout the City. All the traffic control devices so erected and not inconsistent with the provisions of State law or the Traffic Code shall be official traffic control devices. (1967 Code Sec. 17-58)
(a) Vehicles approaching the intersections of Twenty-seventh and Commerce Streets in the City are hereby prohibited from making any turns at such intersection when the traffic control signal at such intersection is red in the direction in which such vehicle is traveling.
(b) Vehicles approaching the intersection of Tenth and Commerce Streets in the City are hereby prohibited from making any turns at such intersection when the traffic control signal at such intersection is red in the direction in which such vehicle is traveling.

(c) Vehicles approaching the intersection of Tenth Street and Franklin Avenue are hereby prohibited from making left hand turns from the westbound lane of Tenth Street onto Franklin Avenue between the hours of 7:00 a.m. to 9:00 a.m. and 3:00 p.m. to 5:00 p.m. (2-10-81)
