(A) The Charter for the town, as included in the 1942 and 1967 codifications, consisted of a compilation of numerous acts of the state legislature having special applicability to the town. Chief among these were Private Laws 1891, Chapter 83, and Private Laws 1935, Chapter 39, together with the amendments to both those acts.
(B) A current Charter for the town, compiled pursuant to G.S. § 160A-496 would consist of the acts included in the 1942 and 1967 compilations, except as modified or repealed by subsequent legislation, together with any other special acts applicable to the town, adopted by the legislature since the 1967 codification which the Town Attorney and the Board of Commissioners might wish to include.
(C) Because of the conflicting and contradictory nature of many of the provisions contained in those acts, and because numerous provisions of those acts have been rendered obsolete or effectively repealed by more general statutory provisions, the town officials have deemed it advisable not to attempt such a compilation at this time. For this reason, those acts have not been set out in this volume; however, copies of the Charters as compiled in 1942 and 1967, together with copies of certain other acts of the legislature applicable to the town, may be found on file in the office of the Town Clerk and Treasurer.
