(A) Office created. The Office of Superintendent of the Water Department is hereby created.

(B) Powers and duties generally. The Superintendent of the Water Department shall:
(1) Keep an account of all materials, supplies and fixtures purchased by him or her for the waterworks, and of the names, time and wages of all hands employed on the same;
(2) Report to the Board of Commissioners on the day preceding the meeting of the Board, as to the general condition of the system and of all materials, supplies, fixtures or labor contracted for under this section;
(3) Be the engineer in charge of the water system and, as such, have general control of all lands, pipes, buildings and the machinery belonging thereto, and be responsible for the proper operation of the same;
(4) In case of emergency, employ help as he or she may deem necessary for the work, keeping an account of the names of those employed, the kind of work done and the days of the week and month worked;
(5) Purchase materials, tools and supplies as may be needed, subject to restrictions as may be imposed by the Board of Commissioners;
(6) Preserve a map of the location of mains, showing the course, size and length of each of them, and whenever there is any extension made, mark on the map the place of and the size and length of pipe used in making the extension;
(7) Enter in a book kept for that purpose diagrams of the location of all gates or other valves used for stopping the water from any portion of the works, together with a diagram record of all service taps, showing the location of the tap, distance of curb box, size of tap and any other information that would be of service; and
(8) Do other and further acts as the Board of Commissioners requires.

(C) Right of entry. Every person occupying any lot or tenement into which water is conveyed shall permit the Superintendent or his or her agent, or any authorized agent of the town, to enter the lot or tenement at reasonable hours to inspect the works therein or to see if the lot or tenement is in compliance with the provisions of this chapter.
