1. Adoption of Standard Specifications. The City has adopted in full the Standard Specifications For Public Improvements for the City as proposed and recommended by the City Engineer on November 6, 1995. These specifications shall apply to, govern, and regulate the construction of all public improvements in public rights-of-way within the City, and utilities connected thereto. The City standard specifications shall be available for purchase, inspection and copying. All contractors and suppliers shall be charged with knowledge of its contents.
2. Amendments. The City Engineer may, from time to time, propose additions or changes to the specifications in the form of amendments. All such amendments shall be presented to the Council for examination and approval. The Council may approve and adopt such amendments by resolution. Following adoption by resolution, the amendment shall be placed in the publication on file with the City Clerk, and shall have the full force and effect of law as of the date the amendments are filed.
