This chapter provides for the administration and enforcement of site plans by establishing minimum standards for site and building design. The purpose of this chapter is to provide guidance and standards for development within the City in order to guide development in a manner which is conducive to protecting the health, safety, and general welfare of residents and property owners within the City. All development and redevelopment of land or property within the City shall minimize the adverse effects placed upon adjacent properties by maintaining or improving upon the aesthetic quality of the surrounding area, and by providing adequate traffic safety, emergency access, water supply, sewage disposal, management of stormwater, erosion and sediment control. Site plan review and approval by City Council shall be required of all principal structures other than individual single-family and
two-family residential dwellings in any zoning district.
