1. Records Required. Every pawnbroker shall keep a book in which the pawnbroker shall accurately and legibly enter, in ink, in the English language, at the time of purchasing or receiving any personal property:
A. The name of the person from whom the property is purchased or received, and such person’s place of business.
B. A particular, detailed, and accurate description of each article, including serial number if available.
C. The estimated value of such article.
D. The amount paid, advanced or loaned.
E. The date and hour of the transaction.
F. The time when the articles are to be redeemed or brought back.
G. Any mortgage or bill of sale taken or receipt upon ticket given.
H. When, and by whom, an article was brought back or redeemed.
I. When, to whom and how an article was disposed of, if not redeemed.
2. The pawnbroker’s license and said book shall at all times be open to examination by any sheriff, deputy sheriff, police officer or constable.
3. Violations. Any person shall be guilty of a misdemeanor who shall:
A. Fail to keep such records.
B. Fail to make the required entries therein.
C. Intentionally or knowingly make any false or illegible entry, or any entry which he has reason to believe is untrue.
D. Fail to make the inquiries necessary to enable him to make such entries or any of them.
E. Fail to produce the license or book when requested by an officer having authority to examine it.
