§ 40-2-9 TWO-FAMILY AND MULTIPLE-FAMILY RESIDENCE DISTRICTS R-4 AND R-5.
   (A)   The Multiple Family Residence Districts, as differentiated herein, and the district locations as shown on the Zone District Map, reflect the wide variety of physical and social characteristics found in Waterloo, to the extent that the range of conditions and characteristics can be divided into meaningful categories. It is the purpose of these regulations to encourage the creation and maintenance of the stable and enduring multiple residence districts by establishing limitations on the use and character of development of land so as to take advantage of, or to avoid conflicts with, natural topography, existing development, arrangement and location of existing planned community facilities and the social needs of the community. These districts may also be utilized for the appropriate re-use of redevelopment of areas where obsolescence and socio-economic demands would suggest higher densities as necessary to encourage the re-use of such areas.
   (B)   All lots in R-4 and R-5 shall be regulated to the provisions of § 40-2-11(D), Refuse Containers.
