Any person, firm, corporation or other entity who constructs any public improvement, or portion thereof, in violation of the provision of this code, or otherwise violates any provision of this code, other than § 34-1-13 of this code, shall be subject to the general penalty described in Division IV of Chapter 1 of this code of ordinances.
