Any person, firm, corporation or other entity who shall sell or lease, while this code is in effect, any lot or lots or block or blocks within the area of jurisdiction of the city, or any re-subdivision of any block or lot therein, before all of the requirements of this code have been complied with, shall be fined not less than $500, nor more than $750 for each lot, block or part thereof so sold or leased. A separate offense shall be deemed committed upon each day that such act continues.
