If any sidewalk is blocked by any work, a temporary sidewalk shall be constructed or provided, which shall be safe for travel and convenient for users. If the street is not wide enough to hold the excavated material without using part of the adjacent sidewalk, a passageway of at least one-half of the sidewalk width shall be maintained along such sidewalk line. The temporary sidewalk is subject to inspection by the Public Works Director and shall not be open for use until approved by him or his duly authorized representative.
