§ 99.04 STORING BUILDING MATERIALS IN STREET; LICENSES.
   (A)   Every person intending to erect or to repair any building upon any land abutting on any of the streets of the city, may receive a license to occupy a portion of the street for building materials in the manner, and upon such terms and conditions as provided in Chapter 110 of this code, and in all cases the portion so allotted shall be enclosed and lighted as prescribed in § 99.74.

   (B)   The Superintendent of Streets shall issue licenses for the following and collect fees: for obstructing streets with building materials, and the like, in proportion to the street frontage occupied, at the rate as set forth in the schedule of fees, charges, penalties and rewards attached to the annual budget of the city, pursuant to § 41.11 of this code, the Superintendent of Streets to designate the amount of space to be occupied; provided, however, that, any permittee under division (A) above shall not be required to obtain any license under this division.

   (C)   All work for which a license is required by this section shall be performed by the licensee or his journeyman.
