§ 41.11 FEES AND CHARGES.
   The Mayor shall propose and the Board of Aldermen shall approve, in conjunction with the adoption of the annual budget, a schedule of fees; charges for services, licenses and other purposes of the city; penalties and rewards for the ensuing fiscal year, commencing on July 1. The fees, charges, penalties and rewards shall be established in accordance with the laws of the State of Connecticut and best practices in the applicable field.
