727.01 PERSON DEFINED; PERMIT REQUIRED; FEE; MAINTENANCE.
   (a)    "Person" as defined in this chapter includes any firm, partnership, association, corporation, organization, lessor or lessee.
   (b)    Any person desiring to park automobiles or motor vehicles within any area within the City and who charge a fee for such parking of automobiles or who use their parking area as an auxiliary, additional or overflow lot to a parking lot for which a fee is charged shall apply for a permit. Such person shall upon making such application to Council, submit a drawing and/or affidavit stating the number of spaces available and to be used for parking automobiles. Upon the determination of Council that the permit should be granted, the applicant shall pay to the Director of Finance as a further condition for the permit and/or operation of the parking lot, a fee of two dollars ($2.00) for each and every parking space available. Such available space to be determined by the affidavit of the applicant, subject to verification and approval by the City.
   (c)    All permits shall be issued by the Director of Finance, subject to the above, and only after approval by Council.
   All permits issued hereunder shall expire one year following the date of issuance.
   (d)   All parking lots within the City shall be maintained free of dust, weeds, papers, trash, snow, ice and other undesirable materials. All snow and ice shall be removed within a reasonable time, which will ordinarily not exceed twelve hours after the abatement of any storm during which such snow and ice may have accumulated. No person removing snow and ice from any parking lot within the City shall deposit same on the pavement or sidewalk of any public street or on any tree lawn in any public street, except the tree lawn immediately in front of the parking lot from which the snow and ice are removed.
   (e)   Signs may be erected and maintained during the period authorized under the permit, such signs not to exceed eight square feet in surface area.
