No carnival shall exhibit within the City or advertise the same within the City without first receiving a license to do so from the Mayor for which the Mayor shall charge a fee of twenty-five dollars ($25.00) for each day or any part thereof. Licenses shall be granted for one day only, and the Mayor may in his discretion refuse to grant a license for any succeeding day if in his judgment such carnival is of an improper character.

It shall be necessary for the Mayor before issuing a license for the exhibition of a carnival or a circus, or other exhibit, as provided for in this chapter, to secure the approval thereof from Council. Such approval shall occur no later than one regular monthly meeting of Council prior to the event.

The Mayor shall not issue and deliver any license provided for in Section 717.01
to any person until he has received for the use of the City the following consideration therefor: for each circus or menagerie, not less than ten dollars ($10.00) nor more than fifty dollars ($50.00) per day; for sideshows, horse shows or exhibitions of similar nature, not less than three dollars ($3.00) nor more than twenty-five dollars ($25.00) per day.
