§ 32.104 COMMISSION APPOINTED.
   The City Civil Rights Commission is hereby established, as provided under Iowa Code § 216.19, “Local Laws Implementing this Chapter,” in the city a Commission to be known as the “City Civil Rights Commission.”

§ 32.105 STRUCTURE OF COMMISSION.
   The City Civil Rights Commission shall consist of five members from various age, race, creed, color, sex, national origin, religion, ancestry or disability groups in the city.

§ 32.106 APPOINTMENT TO COMMISSION.
   (A)   The City Civil Rights Commission shall consist of five members, all residents of the city, appointed by the Mayor, with the approval of the City Council, for overlapping three-year terms ending December 31 of each year, and who shall serve without compensation or per diem. The terms of the first Board members shall be two members appointed for one year; two members appointed for two years; and one member appointed for three years.
   (B)   All members shall have voting privileges.
   (C)   In the event that a vacancy shall occur during the term of any member, his or her successor shall be appointed for the unexpired portion of the term in the same manner as the original appointment.
   (D)   The City Civil Rights Commission shall choose its own officers, post notice of its meetings in accordance with city policy; determine its own rules of procedures; and maintain records of its proceedings.
   (E)   The quorum necessary for the transaction of business shall be a majority of the five seats designated for the Commission.
   (F)   The City Civil Rights Commission shall be staffed by a city employee(s) designated by the City Manager.

§ 32.107 COMPENSATION.
   Civil Rights Commissioners shall serve without compensation.
TREE BOARD
§ 32.120 PURPOSE.
   The purpose of this subchapter is to create a Tree Board that serves in an advisory capacity to the Parks and Recreation Commission; and to create tree regulations to govern trees on public property.

§ 32.121 STRUCTURE OF THE TREE BOARD.
   (A)   The Tree Board shall consist of five members, all citizens of the city, appointed by the Mayor, with the approval of the City Council, for overlapping three-year terms ending December 31 of each year, and who shall serve without compensation.
   (B)   In the event that a vacancy shall occur during the term of any member, his or her successor shall be appointed for the unexpired portion of the term in the same manner as the original appointment.
   (C)   The Tree Board shall choose its own officers, post notice of its meetings in accordance with city policy; determine its own rules of procedures; and maintain records of its proceedings.
   (D)   A majority of the members shall be a quorum for the transaction of business.
   (E)   The Tree Board shall be staffed by the Parks and Recreation Director and/or appropriate designee(s).
