CIVIL RIGHTS COMMISSION
The purposes of the city in enacting this subchapter are:
(A) To exercise the enforcement power of the city to protect to the extent possible, the rights of citizens secured by the Iowa Civil Rights Act of 1965, and to ensure equal opportunity for all persons in their pursuit of employment, public accommodation or services, housing, education and credit transactions; and
(B) To prohibit discriminatory practices, whether direct or indirect, which deny any person rights and/or opportunities because of age, race, creed, color, sex, national origin, religion, ancestry, sexual orientation, gender identity or disability; and to provide for the execution of the policies embodied in federal acts to prohibit discrimination; and to promote cooperation between the city and state and federal agencies enforcing those acts; and to establish a City Civil Rights Commission for the accomplishment of these purposes; and to these ends, the provisions of this subchapter shall be liberally construed.

There is hereby adopted as the complete City Civil Rights Commission Code, the 2007 edition, or the most current edition, of Iowa Code Chapter 216, promulgated by the General Assembly of the state, published by the Legislative Service Bureau, and reviewed and modified, from time to time, by the City Civil Rights Commission. Chapter 216 is, by this reference, duly adopted as fully and completely as if set out in detail herein except as provided in § 32.103. A copy of this subchapter is now on file in the office of the City Clerk for public inspection.

In addition to, or in place of the definitions included in Iowa Code Chapter 216, and for the purposes of this subchapter, the following words and phrases shall have the meanings respectively ascribed to them by this subchapter.
COMMISSION. The City Civil Rights Commission created by this chapter.
COMPLAINANT. Any person filing a complaint with the City Civil Rights Commission.

(A) In all instances, the City of Urbandale shall be substituted in place of all mention to the State of Iowa.
(B) In all instances, the Mayor and City Council of the City of Urbandale shall be substituted in place of all mention to the Governor and General Assembly or Senate of the State of Iowa.
(C) In all instances, the City Civil Rights Commission shall be substituted in place of all mention of the State Civil Rights Director and/or Commission.
