§ 32.040 COMMISSION CREATED.
   The purpose of this subchapter is to create a Parks and Recreation Commission to advise the Council on needed facilities to provide open spaces such as parks, playgrounds and community facilities for other forms of recreation. The Commission shall also plan and oversee city programs for the leisure time of the city’s residents of all ages.

§ 32.041 ORGANIZATION.
   The Commission shall consist of seven members, all citizens of the city, appointed by the Mayor, with the approval of the Council, for overlapping five-year terms ending December 31 of each year. The Commission shall designate the Chairperson and Vice Chairperson every two years. Members shall serve without compensation, but may receive their actual expenses. Vacancies shall be filled in the same manner as the original appointments.

§ 32.042 RULES.
   The Commission shall have the power to make rules and regulations for the use of parks and other recreational facilities or for the conduct of recreational programs, subject to the approval of the rules by the Council. These rules shall be either posted on the facility or otherwise publicized in a manner to provide adequate notice to the using public.

§ 32.043 COMPENSATION.
   All members of the Commission shall serve without compensation.
WATER UTILITY BOARD OF TRUSTEES
§ 32.055 PURPOSE.
   The purpose of this subchapter is to provide for the operation of the municipally-owned water utility by a Board of Trustees.

§ 32.056 WATER BOARD ESTABLISHED.
   Pursuant to an election held March 3, 1936, the management and control of the municipally-owned water utility was placed in the hands of a Board of Trustees.

§ 32.057 APPOINTMENT OF BOARD TRUSTEES.
   The Mayor shall appoint, subject to the approval of the Council, three persons to serve as trustees. The Council shall by resolution provide for staggered six-year terms for the Board of Trustees. No public officer or salaried city employee may serve on the Utility Board.
