No license, as required by Section 705.02 shall be required:
(a) From those exempted in Section 705.11 hereof;
(b) Subject to the provisions of Section 705.10, for the passing or causing to be passed, of any printed or written matter containing no advertising except that of the business or undertaking, or article manufactured or produced or offered for sale by the party causing the passing;
(c) From anyone for advertising, on his own premises, his own business or occupation, or article manufactured or produced or offered for sale by him;
(d) For any advertising done with the consent of the owner of the premises, where the advertising is conducted on that part of the premises as is inside of the wall confines of a building on the premises;
(e) For any advertising done with the consent of the owner of the premises, of any enterprise regularly established and resident to the City.
