Except as provided in Section 705.11, no person, as principal, agent or employee, where a license is not required or obtained under the provisions of Section 705.02, shall pass, place or distribute any handbill, pamphlet or circular containing any advertising matter or shall cause the same to be done, upon any of the streets, alleys or public grounds or against the express prohibition of the occupant, upon any private premises in the City.
