The provisions of Sections 705.02 to 705.10 shall not apply to any political advertising or the advertising of any meeting, gathering, meal, entertainment or other enterprise to be conducted by any church, school, lodge, regularly established club, patriotic or benevolent society or enterprise to be conducted at the County Fair Grounds or to the distribution of any newspaper, magazine, publication or program containing advertising matter only as an incident thereto.
