Sec. 6-25. Appeals and variances; Construction Board of Adjustment and Appeals.
   a.   Appeals. The owner of a building, structure or service system, or authorized agent, may appeal to the Construction Board of Adjustment and Appeals any decision of any administrative official made in the enforcement of City Code Chapter 6, Article II., or the National Electrical Code. Notice of appeal shall be in writing and shall be filed with the Building Inspection Department within 30 calendar days after the decision rendered by the administrative official. Any decision of the Construction Board of Adjustment and Appeals regarding appeals shall be final.
   b.   Variances. The Construction Board of Adjustment and Appeals, after a hearing, may vary the application of any provision of the National Electrical Code to any particular case when, in its opinion, the enforcement thereof would do manifest injustice, and would be contrary to the spirit and purpose of the National Electrical Code or public interest. Any decision of the Construction Board of Adjustment and Appeals regarding variances shall be final.
   c.   When exercising the authority to consider appeals or variances pursuant to this Section, the Construction Board of Adjustment and Appeals shall exercise the same powers and shall consider the same factors that are established for the Construction Board of Adjustment and Appeals in the International Codes adopted by the City.
   d.   The Board shall also act in an advisory capacity and make recommendations to the City Council, City Manager, and Building Inspection Department concerning the enforcement of, and amendments to, City Code Chapter 6, Article II., or the National Electrical Code.
