The City Council may by resolution describe and designate streets, alleys, or portions thereof as one-way streets or alleys whenever it determines that the restriction of the movement of traffic to a single direction at all times, or at certain times only, would reduce congestion, control hazards, or improve the movement of traffic.

The Public Works Director shall place or cause to be placed in a conspicuous location on such one-way streets and alleys at the intersection of each street or highway intersecting such one-way street or alley, adequate signage designating the direction of lawful traffic movement and prohibition of access as applicable.

It shall be unlawful for the operator of any vehicle traversing any portion of any one-way street or alley as designated or established by resolution of the City Council, to operate such vehicle thereon in violation of the one-way street signs placed by the Public Works Director pursuant to this chapter.
