Program and service fees and charges for non-city residents shall be established by the director. Rates shall not exceed the direct cost of the program or service plus twenty-five (25) percent for administrative overhead. Each fiscal year the director of parks and recreation shall publish a schedule of fees and charges for programs and services defining the non-city resident rate structure.
