The Council shall by ordinance provide appropriate punishment for any person or officer who, by himself or herself or in cooperation with one or more persons, willfully or corruptly deceives or obstructs any person in respect to his or her right to be examined for admission to the service of the City; or falsely or corruptly marks, grades or reports upon the examination or proper standing of any person examined for appointment in the civil service, or aids in so doing, or wilfully or corruptly makes any false representations as to the results of any such examinations concerning the person so examined; or wilfully or corruptly furnishes to any person special or secret information for the purpose of either improving or injuring the prospects or chances of any person so examined or to be examined, or to be appointed, employed or promoted; or wilfully impersonates any other person or permits or aids, in any manner, any other person to impersonate him or her in connection with any examination or registration, application or appointment, or request to be examined or registered; or makes known, or assists in making known, to any applicant for examination, in advance of such examination, any question to be asked for such examination; or wilfully violates any of the civil service provisions of this Charter.

The City Journal shall be published weekly and shall be edited and under the supervision of the Clerk of Council, or such other department, division, or person as Council shall designate by ordinance. It shall contain the City's legal advertising, the notices of the Civil Service Commission; an account of the transactions and proceedings of the Council, and, at the discretion of the supervisor, of Council committees, and of other municipal offices and departments, such other matters as the Council may determine by ordinance or request by resolution; and such comment upon municipal affairs as may be authorized by the supervisor. No unofficial advertisements shall be printed therein.
