CHAPTER VIII.
THE CIVIL SERVICE COMMISSION
Section 167. The commissioners - term - appointment.
   The Civil Service Commission shall be composed of three electors to be appointed by the Mayor with the approval of the Council. The members of the existing Commission shall continue in office for the terms for which they were severally appointed. The term of each commissioner thereafter appointed shall be for six years; but appointments for full terms or to fill vacancies shall be so made that on the 31st day of March in each even numbered year, the term of one commissioner, and one only, shall end.
Section 168. Officers and salaries.
   The Commission shall annually designate one of its members as president, and shall appoint a secretary and such other employees as may be necessary. The salary of the secretary and other employees, and the salary of the commissioners, if any, shall be fixed by the Council; and a sufficient sum shall be appropriated each year to carry out the civil service provisions of this Charter.
Section 169. Records, investigations and reports.
   The Commission shall keep minutes of its proceedings and records of its examinations, make investigations concerning the enforcement of the civil service provisions of this Charter, and report annually to the Mayor.
