Section 61A. Succession to Mayor - Acting Mayor.
   If the Mayor dies, resigns, is removed from office, or becomes permanently disabled from performing the duties of the office of Mayor, the Mayor shall be succeeded in office until an election of a successor as specified herein by the President of Council, who shall thereby cease to be a member of Council, and who shall hold the office of Mayor until a successor is elected and qualified. If the Mayor becomes temporarily disabled from performing the duties of the office for any cause, the President of Council shall become Acting Mayor, with all powers and duties attendant thereto which are conferred or required by this Charter.

Section 62. Certain officers to hold over.
   Unless removed, all officers, except those elected by the people, shall hold their respective offices until their successors are chosen and have qualified.
Section 63. Appointments to vacancies.
   Appointments to fill vacancies in offices shall be for the respective unexpired terms only, and shall be made by the original appointing power unless otherwise provided.
Section 64. Oath of officers and employees.
   Before entering upon his or her duties, every officer or employee shall take an oath to perform faithfully and impartially the duties of his or her office or position. A copy of the oath of an officer, duly attested, shall be filed with the Clerk, or, if an employee, with the civil commission.

Section 65. Interest in contracts or supplies.
   No officer of the City, member of the Council, or of any municipal board or commission shall have a personal interest, direct or indirect, in any contract with the City, or be personally interested, directly or indirectly, in the sale to the City of any supplies, material, service, or land, except on behalf of the City as an officer or employee. Violation of any provision of this section shall disqualify the person guilty thereof from holding any office of trust or profit in the City. He or she shall also be liable to the City for all moneys or other things of value which he or she may have received contrary to the provisions of this section, and shall forfeit the office held by him or her. It shall be the duty of the Director of Law to enforce these provisions.

Section 66. The Mayor.
   (Repealed by electors 11-3-92)
Section 67. Salary of Mayor and President of Council.
   The salary of the Mayor shall be fixed by Ordinance. The salary of Mayor shall not be increased or decreased during their term in office. Any ordinance establishing the salary of the Mayor shall be enacted by June 1 of the year prior to commencement of the term of the Mayor. The commission established pursuant to Section 31 of the Charter will make recommendations to the Council.
   In addition to his or her salary as a member of Council as provided for in Charter Section 31, the President of Council selected as of January 1, 2002 shall receive the sum of Forty-Five Hundred Dollars ($4,500.00) annually, payable in bi-weekly installments. Thereafter, additional compensation for the President of Council may be established pursuant to a duly enacted ordinance but subject to the same limitations as are imposed by this Charter with respect to increasing the salaries of the Mayor and members of Council.
