The Director reserves the right, through authorized representatives, to enter onto the Premises at a reasonable hour of the day for the purpose of reading, designing, repairing, installing, re-installing, removing, terminating, maintaining and inspecting the Premises' connection to or impact on the Sanitary Sewer System, water system or Storm Water System, including, without limitation, the Meters or for any other purpose the Director deems necessary for the proper operation and maintenance of said systems, within the City's service territory.
Regular accounts generally provide water, storm water and sanitary sewer services, and may or may not provide garbage services. They are continuous. Generally, residential accounts are considered quarterly accounts, and commercial businesses are monthly accounts. An account is generally considered monthly when the water consumption is greater than 45,000 cubic feet per quarter for a period of four (4) quarters. The designation shall be determined by the Department and may change from time to time.
Customers who do not use water provided by the Department but are connected to the sewage treatment system are sanitary and storm sewer or storm water only accounts. Metering is by well meters or sewer meters.
A. The meters used for this service shall be purchased, maintained and tested by the Customer. The Department shall furnish and set the meter in a location determined by the Department at the Customers' expense. These meters must include a remote reading register or radio transmitter.
B. Sewer-only accounts are billed quarterly. The billing will be made at the same time that the water and sewer bills are due in the zone in which the Customer is located.
C. Until such time as a well meter is actually installed to measure water from the supplying structure, the Customer will be charged an estimated amount, determined by the size of the building, number of dwelling units and occupants.
D. Failure to comply with the requirement to install a meter within one (1) month after being duly notified of this requirement will result in billing at a rate no less than three (3) times the estimated average.
