The following definitions shall apply to this chapter:
(a) "All-purpose vehicle" means any self-propelled vehicle designed primarily for cross-country travel on land and water, or on more than one type of terrain, and steered by wheels or caterpillar treads, or any combination thereof, including vehicles that operate on a cushion of air, vehicles commonly known as all-terrain vehicles, all-season vehicles, mini-bikes, and trail bikes. "All-purpose vehicle" does not include a utility vehicle as defined in section 4501.01 of the Revised Code or any vehicle principally used in playing golf, any motor vehicle or aircraft required to be registered under Chapter 4503 or 4561 of the Revised Code, and any vehicle excepted from definition as a motor vehicle by division (B) of section 4501.01 of the Revised Code.
(b) "Commercial Quadricycle" means a vehicle that has fully- operative pedals for propulsion entirely by human power and that meets all of the following requirements:
(1) It has four wheels and is operated in a manner similar to a bicycle.
(2) It has at least five seats for passengers.
(3) It is designed to be powered by the pedaling of the operator and the passengers.
(4) It is used for commercial purposes.
(5) It is operated by the vehicle owner or an employee of the owner.
(c) "Director" means the Director of Public Safety of the City, or his or her designated agent.
(d) "Low-speed vehicle" means a three- or four-wheeled motor vehicle, including a vehicle commonly known as a golf cart, with an attainable speed in one mile on a paved level surface of more than twenty miles per hour but not more than twenty-five miles per hour and with a gross vehicle weight rating less than three thousand pounds.
(e) "Mini-truck" means a vehicle that has four wheels, is propelled by an electric motor with a rated power of seven thousand five hundred watts or less or an internal combustion engine with a piston displacement capacity of six hundred sixty cubic centimeters or less, has a total dry weight of nine hundred to two thousand two hundred pounds, contains an enclosed cabin and a seat for the vehicle operator, resembles a pickup truck or van with a cargo area or bed located at the rear of the vehicle, and was not originally manufactured to meet federal motor vehicle safety standards.
(f) "Operate" means to cause or have caused movement of a vehicle.
(g) "Operator" means the person who is in control of the pedicab at all times.
(h) "Owner" means the person or persons to whom or the firm to which the license is issued.
(i) "Pedicab" means a human propelled vehicle controlled by an operator and designed for the transporting of passengers.
(j) "Under-speed vehicle" means a three- or four-wheeled vehicle, including a vehicle commonly known as a golf cart, with an attainable speed on a paved level surface of not more than twenty miles per hour and with a gross vehicle weight rating less than three thousand pounds.
(k) "Utility vehicle" means a self-propelled vehicle designed with a bed, principally for the purpose of transporting material or cargo in connection with construction, agricultural, forestry, grounds maintenance, lawn and garden, materials handling, or similar activities.
(l) "Vehicle" as used in this chapter shall include all-purpose vehicles, commercial quadricycles, low speed vehicles, mini trucks, pedicabs, under speed vehicles commonly known as "golf carts" and utility vehicles.

The Taxicab Board of Review, created by Chapter 771 of this Code, shall serve as the Pedicab Board of Appeals.

No person either as owner, agent or otherwise, shall furnish, operate, conduct, maintain, advertise or otherwise be engaged in, or profess to be engaged in, the business or service of transportation for hire by a vehicle upon the streets, alleys or other public ways or places of the City unless the owner holds a currently valid permit issued pursuant to this chapter.
