(a) The Commissioner of Transportation is hereby empowered to determine the need for and to establish, enforce and rescind permanent regulations necessary to make effective the provisions of this Traffic Code. Such regulations, when established or rescinded, shall be published in the City Journal. Permanent regulations of the Commissioner of Transportation shall pertain to the control of:
(1) Right of way at intersections and other street and highway locations, by traffic signals, stop signs and yield signs;
(2) Turning movements at intersections, alleys and private roads and driveways, including turns on red signal indications;
(3) Bridge and structure load limits;
(4) The transport of hazardous materials;
(5) Play streets;
(6) On-street standing and, or parking, including both angle and parallel parking;
(7) Bus stops and taxi stands;
(8) Hotel loading and shipping zones;
(9) Metered parking, including setting fees therefor;
(10) Parking in fire lanes on private property;
(11) Municipally operated public off-street parking, except as otherwise designated in this Toledo Municipal Code.
(12) Horse-drawn carriages;
(13) Pedicabs;
(14) Such other provisions as may be included in this
Traffic Code.
(b) The Commissioner of Transportation is hereby authorized to close to traffic any street, highway or alley, or portion thereof, or to temporarily divert traffic therefrom when he deems it in the interest of public safety or convenience.
(c) The Commissioner of Transportation is hereby empowered to determine the need for and to establish, enforce and rescind temporary or experimental regulations to cover emergencies or special conditions. No such temporary or experimental regulation shall remain in effect more than ninety days unless the same is necessitated by a public construction project.
