(a) The Director shall make rules and regulations he deems necessary to maintain safe and efficient operation of vehicles for hire within the City.
(b) The Director or his designee shall cause the enforcement of the Low Speed Vehicle for Hire Code.
(c) The Director shall authorize the issuance of all licenses hereunder when he finds that all provisions of the Code have been satisfied as described herein.

(a) Municipal Code § 331.43 prohibiting the opened container of beer or intoxicating liquor does not apply to a person who, pursuant to a prearranged contract, is a passenger riding on a pedicab or commercial quadricycle when all of the following apply:
(1) The person is not occupying a seat in the front of the pedicab or commercial quadricycle where the operator is steering or braking.
(2) The pedicab or commercial quadricycle is being operated on a street, highway, or other public or private property open to the public for purposes of vehicular travel or parking within all Community Entertainment Districts as established by Ordinance.
(3) The person has in their possession on the pedicab or commercial quadricycle an opened, non-glass container of beer or wine.
(4) The person has in their possession on the pedicab or commercial quadricycle not more than either thirty-six ounces of beer or eighteen ounces of wine.

All purpose vehicles, mini-trucks, low speed vehicles, under speed vehicles and utility vehicles, whether or not operated for hire, may only be operated as follows:
(a) To make a crossing of a highway, other than a freeway or limited access or interstate highway, whenever the crossing can be made in safety and will not interfere with the movement of vehicular traffic approaching from any direction on the highway, and provided that the operator yields the right of way to any approaching traffic that presents an immediate hazard;
(b) On streets or roadways as set forth in § 378.04.
(c) On public golf courses or on private property with the permission of the owner.
(d) By a person licensed to operate a motor vehicle under R.C. §4507.02.
(e) The vehicle has undergone and passed an inspection as provided in § 780.05(i).

(a) Whoever violates, or fails to comply with, any provision of this chapter is guilty of a misdemeanor of the fourth degree.
(b) Each day that any violation of, or failure to comply with, this chapter is committed or permitted to continue shall constitute a separate and distinct offense under this section, and shall be punishable as such hereunder.
