781.01. Rate determination for taxicabs.

   Except as hereinafter provided, all fares, charges or fees for the use of taxicabs shall be determined by the taximeter rate and by no other method.

   It shall be permissible for taxicabs to transport passengers pursuant to a prearranged contract with a third-party payer and charge a rate as specified in Section 781.04 without the use of the taximeter.

781.02. Use of taximeter in taxicabs.

   All taxicabs shall be equipped with a taximeter. Unless a taxicab is engaged pursuant to a prearranged contract as specified in Section 781.01, the taximeter shall be utilized to calculate the fare amount.
