Roadside Drainage Systems
932.01   Roadside storm drainage swale.
932.02   City may construct, repair or re-establish roadside storm drainage systems.
932.01. Roadside storm drainage swale.
   Council may declare, by resolution, that certain specified roadside drainage systems, consisting of swales, yard and/or driveway culverts, shall be constructed, repaired or re-established. Upon the passage of such resolution, the Director of Public Service shall cause written notice of the passage thereof to be served upon the resident owner, or agent of the owner, of each parcel of land abutting upon such affected property, in the manner provided by law for the service of summons in civil actions.

932.02. City may construct, repair or re-establish roadside storm drainage systems.
   If roadside drainage systems are not completely constructed or repaired within thirty days from the service of the notice provided for in the preceding section, the Director of Public Service may proceed by direct employment of labor, or by contract, to carry out such construction or repair at the expense of the owner, as in the case of other improvements. Such expense shall be reported by the Director of Public Service to Council, which shall by ordinance assess such expense upon the owner or owners of the property bounding or abutting thereon. Such assessments, shall be collected in the same manner as other assessments, with a penalty of ten percent (10%) and interest for failure to pay at the time fixed by the assessment resolution.
