(A) When moving a building, prior to entry upon a public thoroughfare, the City Building Official shall be notified and shall inspect for adequacy both as to condition and type of equipment to be used in moving the building.
(B) Should the Building Official deem the equipment inadequate, such steps as are necessary shall be taken to correct any and all deficiencies to the satisfaction of the Building Official, and the building shall not be entered upon a public thoroughfare without final approval by the City Building Official.
