§ 71.09 DRIVING ON ROADWAY LANED FOR TRAFFIC.
   Whenever any roadway has been divided into two or more clearly marked lanes for traffic, the following rules, in addition to all others consistent herewith, shall apply.
   (A)   The driver of a vehicle shall drive as nearly as practical entirely within a single lane and shall not move from the lane until the driver has first ascertained that the movement can be made with safety.
   (B)   Official signs may be erected directing slow-moving traffic to use a designated lane or designating those lanes to be used by traffic moving in a particular direction regardless of the center of the roadway and drivers of vehicles shall obey the direction of every sign.

§ 71.10 VEHICLES OPERATED ON PUBLIC GROUNDS RESTRICTED TO DESIGNATED AREAS.
   It shall be unlawful for any person to drive or operate any vehicle whatsoever through or upon or to park the vehicle upon any park, or other public property within the city, except upon official designated roadways or parking lots.

§ 71.11 DIGGING OUT; SPINNING TIRES.
   Any driver of any motor vehicle who shall cause the vehicle to dig out or shall cause any vehicle to make unnecessary noise by reason of operating the vehicle in such manner as to cause the wheels thereof to spin or slide on the roadway of any street when starting the vehicle or while making any turning movement shall be deemed guilty of a misdemeanor.

§ 71.12 CONTROL OF VEHICLE.
   It shall be the duty of every person who shall operate any vehicle within the city to keep the vehicle under control at all times and to avoid, whenever possible, colliding with any other vehicle or person.

§ 71.13 OPENING DOORS INTO TRAFFIC.
   No person shall open the door of a motor vehicle on the side available to moving traffic unless and until it is reasonably safe to do so, nor shall any person leave a door open on the side of a motor vehicle available to traffic for a period of time longer than necessary to load or unload passengers.

§ 71.14 CORNER CUTTING.
   (A)   It shall be unlawful for any person to drive a vehicle over any sidewalk area and through any driveway or parking lot or any business entrance at any intersection, in making either a right or left turn, except for the purpose of coming to a complete stop to obtain or render some service or make a sale or purchase.
   (B)   It is the intention of this section to prohibit corner cutting by driving a vehicle from one street into another across any sidewalk or driveway or through any driveway.

§ 71.15 ENTERING OR LEAVING LIMITED-ACCESS ROADWAY.
   No person shall drive a vehicle onto or from any limited-access roadway, except at such entrances and exits as are established by public authority.
