The Director of Transportation and Planning, or his or her designee, is hereby authorized to determine by resolution those portions of any highway or street in the city where overtaking and passing or driving on the left side of the roadway would be especially hazardous, and may, by appropriate signs or markings on the roadway, indicate the beginning and end of the zones and, when the signs or markings are in place and clearly visible to any ordinarily observant person, every driver of a vehicle shall obey the directions thereof.

(A) The Director of Transportation and Planning, or his or her designee, is hereby authorized to determine those intersections at which drivers of vehicles shall not make a right turn, left turn or U-turn, and shall place proper signs at the intersections.
(B) The making of these turns may be prohibited between certain hours of any day and permitted at other hours, in which event the hours shall be plainly indicated on the signs, or they may be removed when these turns are permitted.
(C) Whenever authorized signs are erected indicating that no right turn, left turn or U-turn is permitted, no driver of a vehicle shall disobey the directions of such signs.

(A) No vehicle shall make a U-turn in a street, except at a street intersection. All such turns shall be made by keeping the vehicle to the right of the centerlines of the intersecting streets.
(B) It shall be unlawful to make a U-turn at any intersection at which a traffic light has been placed.

It shall be unlawful for any person to stop, drive or propel a vehicle in such manner as to block or obstruct the traffic on any street or alley of the city.

Whenever any roadway has been divided into two or more clearly marked lanes for traffic, the following rules, in addition to all others consistent herewith, shall apply.
(A) The driver of a vehicle shall drive as nearly as practical entirely within a single lane and shall not move from the lane until the driver has first ascertained that the movement can be made with safety.
(B) Official signs may be erected directing slow-moving traffic to use a designated lane or designating those lanes to be used by traffic moving in a particular direction regardless of the center of the roadway and drivers of vehicles shall obey the direction of every sign.
