§ 151.052 EXEMPTION FOR WORK BY HOMEOWNERS.
   (A)   Nothing in this subchapter shall prohibit any bona fide homeowner from personally installing electrical conductors or equipment within his or her own home; providing that, the owner shall file with the Electrical Inspector approved plans and specifications, satisfy the Electrical Inspector as to his or her ability to install electrical wiring, apply for and secure a permit, pay the required fee, do work in accordance with this chapter, apply for an inspection and receive a certificate of approval.
   (B)   Personal installation by an owner under these homeowner rights shall be by himself or herself, for himself or herself on his or her own homestead premises, without compensation, and no person shall be employed to assist him or her in any way on the work.

§ 151.053 PERMIT FEES.
   (A)   No permit shall be issued by the City Inspector under this subchapter until after the fees set forth in the following schedule shall have been paid:
      (1)   For the purpose of assessing permit fees, all light, switch and receptacle openings are classed as outlets:
         (a)   For each outlet, lighting fixture, switch and receptacle: $0.40;
         (b)   1.   Motors, exhaust fans and other fans less than two horsepower, each: $3:
               a.   From two, but less than ten, horsepower, each: $4;
               b.   From ten, but less than 35, horsepower, each: $5;
               c.   From 35, but less than 100, horsepower, each: $9; and
               d.   One hundred or more horsepower, per 100 horsepower: $15.
            2.   Each additional horsepower over 100: $0.08; and
            3.   Motor control equipment is included in these fees.
         (c)   Elevator, passenger, each: $10;
         (d)   Elevator, freight, each: $10;
         (e)   Motion picture machine, each: $4;
         (f)   Sound picture equipment, each: $6;
         (g)   Electric range or heater, each: $3;
         (h)   Water heater, each: $3;
         (i)   X-ray machine, each: $6;
         (j)   Gas or vacuum tube sign:
            1.   First transformer, each sign: $3; and
            2.   Each additional transformer: $1.
         (k)   Floodlight, single receptacle, each: $1;
         (l)   Floodlight, multiple receptacle, each: $3; and
         (m)   Two-hundred-twenty-volt outlet: $1.
      (2)   Each permanently connected electrical appliance or piece of equipment of any nature not otherwise specified shall be charged for as follows:
         (a)   One KVA or less: $1;
         (b)   Next 9 KVA, per KVA: $0.80;
         (c)   Next 40 KVA, per KVA: $0.60;
         (d)   Next 50 KVA, per KVA: $0.40; and
         (e)   More than 100 KVA, per KVA: $0.04.
      (3)   (a)   Each service and meter loop, or repairs to a service or meter loop, shall be charged for as follows:
            1.   Up to and including 100 amps: $4;
            2.   More than 100 amps, but not more than 200 amps: $6; and
            3.   More than 200 amps: $10.
         (b)   No outlets are included in this fee.
      (4)   T. pole: $5; and
      (5)   A/C unit, per unit: $5.
   (B)   In addition to the fees set out in division (A) above, the fee for issuing each permit shall be $10.
   (C)   For reinspection, for any reason, the fee shall be $25 for first reinspection. Subsequent inspections will be $50, $100, $150, etc.

§ 151.054 DUTIES OF CITY INSPECTOR.
   It shall be the duty of the City Inspector, or any duly authorized assistant, to issue permits for and inspect all electrical wiring, apparatus or equipment for the utilization of the electrical utility company in providing electrical energy for lights, heat and power inside of, or attached to, the buildings or other structures within the city, to look after the enforcement of laws, rules and regulations relating to such wiring, apparatus or equipment, and to exercise a general supervision over all electrical construction and over all electrical contractors and electricians licensed to carry on their businesses or trades under the provisions of this chapter.

§ 151.055 INSPECTION AND APPROVAL OF WORK REQUIRED; PERMISSION FOR CONNECTION OF ELECTRICAL SUPPLY.
   (A)   It shall be unlawful for any person to use any electrical current in or through any wiring apparatus or fixtures installed for the utilization of the service of the supply company in providing electrical energy for lights, heat or power in or on any building or structure within the city until the apparatus or fixtures shall have been inspected and approved by the City Inspector and the final certificate of inspection shall have been issued.
   (B)   (1)   It shall be unlawful for any electrical supply company operating under a franchise granted by the city or for any person furnishing electric current for light, heat and power to connect its distribution system with any installation of wiring apparatus or fixtures installed in, or to, any building or other structure within the city without having first received written permission from the City Inspector to furnish current for the wiring, apparatus or fixtures.
      (2)   Permission shall be given by the City Inspector at any time after the final certificate of inspection shall have been issued.

§ 151.056 PLUMBING TO BE COMPLETED PRIOR TO INSPECTION OF WIRING.
   All plumbing and other piping or tube work must be in place on work to be concealed before the electrical wiring is inspected, and no wiring shall be considered as completed until all the plumbing is in place.

§ 151.057 NOTICE THAT WORK IS READY FOR INSPECTION.
   (A)   When the electrical work in any building or other structure for which a permit has been obtained under this division is ready for inspection, notice in writing properly filled in upon blanks furnished at the office of the City Inspector, stating the location of the work, the name of the owner and the name of the electrician doing the work, shall be filed at the office of the City Inspector.
   (B)   Notice that the work is ready for inspection must be given at the office of the City Inspector, for morning inspections, before 5:00 p.m. the preceding day, and for afternoon inspections, before 12:00 noon the same day. A period of 48 hours, exclusive of Sundays and holidays, will be required in which to make inspection and report.

§ 151.058 NOTICE OF TIME OF INSPECTION; CONDUCT OF INSPECTION.
   As soon as possible after the filing of notice that work is ready for inspection, the City Inspector will notify the electrician in charge of the work when he or she will inspect the work; and the Inspector will test the work in the presence of the electrician in any manner, and in accordance with the provisions of this chapter. In large and complicated jobs, the work may be inspected and tested in sections on the approval of the Inspector.
