1-17-15: OPENING OF PROPOSALS AND ACCEPTANCE:
   A.   The city shall ensure that proposals are opened in a manner that avoids disclosing the contents to competing offerors during the evaluation process.
   B.   The city may not accept a proposal:
      1.   After the time for submission of a proposal has expired; or
      2.   That is not responsive to the request for proposals. (Ord. 2014-08, 8-5-2014)
