1-17-13: CONTRACTS AWARDED BY REQUEST FOR PROPOSALS:
   A.   A request for proposal standard procurement process may be used instead of bidding if the city determines, in writing, that the request for proposals standard procurement process will provide the best value to the city.
   B.   The request for proposals standard procurement process is appropriate to use for:
      1.   The procurement of professional services;
      2.   A design-build procurement;
      3.   When cost is not the most important factor to be considered in making the selection that is most advantageous to the city; or
      4.   When factors, in addition to cost, are highly significant in making the selection that is most advantageous to the city. (Ord. 2014-08, 8-5-2014)
