10-2-3: AMENDMENTS:
   A.   Authority: The City Council may from time to time amend the number, shape, boundaries or area of any district or districts or of any zone, or any regulation of or within such district or districts or zones, or any other provision of this Title, but any such amendment shall not be made or become effective unless the same shall have been proposed by or be first submitted for the approval, disapproval, or suggestions of the Planning Commission, and if disapproved by such Commission, within thirty (30) days after such submission, such amendment to be effective shall receive the favorable vote of not less than a majority of the entire membership of the City Council.
   B.   Public Hearing Required: Before finally adopting any such amendment, the City Council shall hold a public hearing thereon, at least fifteen (15) days' notice of the time and place of which shall be given by at least one publication in a newspaper of general circulation in the County.
