9-6-5: PROHIBITED SIGNS:
The following signs are hereby expressly prohibited for erection, construction, repair, alteration, or relocation within the city, except as otherwise permitted in this chapter:
   A.   Abandoned Signs: Abandoned signs as specified in this chapter.
   B.   Banners And Pennants: Banners, pennants, streamers, balloons, and other gas filled figures, except as a temporary sign, as provided for in this chapter.
   C.   Portable And Wheeled Signs: Portable and wheeled signs, except as a temporary sign as provided for in this chapter.
   D.   Signs On Parked Vehicles: Signs placed on or affixed to vehicles and/or trailers which are parked on a public right of way, public property, or private property so as to be visible from a public right of way where the apparent purpose is to advertise a product or direct people to a business or activity located on the same or nearby property. However, this is not in any way intended to prohibit signs placed on or affixed to vehicles and trailers, such as lettering on motor vehicles, where the sign is incidental to the primary use of the vehicles or trailers.
   E.   Signs In Trees: Signs which are attached or otherwise affixed to trees or other living vegetation.
   F.   Signs Containing Untruthful Or Misleading Information: Signs which contain untruthful or misleading information.
   G.   Signs Which Imitate Traffic Control Devices: Signs which imitate, interfere with, obstruct the view of, or can be confused with any authorized traffic control sign, signal or other device.
   H.   Other Exterior Signs: Exterior signs constructed of paper or fabric that are not totally enclosed in a weathertight protective structure.
   I.   Signs On Public Property: It shall be unlawful for any person to fasten or attach, paint, or place, any sign, handbill, poster, advertisement or notice of any kind or sort, whether political or otherwise, or to cause the same to be done in or upon the curbstone, lamppost, telephone pole, electric light or power pole, hydrant, bridge, tree, or in or upon any portion of any sidewalk or street.
   J.   Billboards:
      1.   Exceptions: All billboard signs are prohibited, except there shall be recognized for the purposes of this chapter the six (6) preexisting billboard signs, which shall be considered as conditional uses to the commercial zones.
      2.   New Location; Permit Required: In the event signs contained in this section are moved, a conditional use permit shall first be obtained. (Ord. 2011-02, 3-15-2011)
   K.   Off Premises Advertising: All advertising signs not related to an on site business or other allowed use are prohibited.
      1.   Exceptions: Temporary signs may be located upon any private zoning lot with the written consent of the owner of such property and only in accordance with the provisions contained in section 9-6-6 of this chapter. (Ord. 2014-02, 3-18-2014)
