8-2-12: PROHIBITED ACTS:
   A.   Water System:
      1.   Turning On Without Authority: It shall be unlawful for any person after the water has been turned off from his premises for either nonpayment of water or sewer charges as provided for in this Chapter or for a violation of the rules and regulations pertaining to the City water and sewer system, to turn on or allow the water to be turned on or used without authority.
      2.   Destruction Of System: It shall be unlawful for any person to destroy, deface, injure or interfere with the operation of any part, pipe, fixture, appliance or appurtenance of the City water system.
      3.   Introducing Deleterious Substances: It shall be unlawful for any person to place, cause to be placed or to introduce into the City water system or any source of water supplying said system any matter, substance, chemical or compound poisonous to human life, deleterious and harmful to human health.
   B.   Sewer System:
      1.   Manhole Covers: It shall be unlawful for any person to open any sewer manhole without permission from the City.
      2.   Destruction Of System: It shall be unlawful for any person to destroy, deface, injure or interfere with the operation of any part, pipe, fixture, appliance or appurtenance of the City sewer system.
      3.   Injurious Substances: It shall be unlawful for any person to put into or cause to be put into or drained into the City sewer system through an authorized connection or otherwise, any pump, mash, trash, inflammable gas, gasoline, oil, petroleum by-products, any calcium carbide or residue therefrom, any liquid or other material which will evolve in inflammable gas when in contact with water, sewage or fire, or any other matter which by chemical reaction shall injure said sewer or any part thereof or the operation thereof, or which may become dangerous to health, life or property.
   C.   Violation; Discontinuance: Whenever the City shall determine that any of these provisions are being violated, notice shall be served upon the violator immediately to desist from the operation and use creating the violation. Failure to comply with such notice shall render the user immediately liable to a discontinuance of his or its privilege to use said sewer system. (1989 Code § 10-1-20, 9-5-1990)
