The public works director may hire qualified persons as supervisors of this division to control, manage, operate, protect and conserve all real and personal property now owned or that may hereafter be acquired by the city for the establishment and maintenance of city parks and recreational areas. Such supervisors shall be directly responsible to the public works director and shall carry out and execute all rules and regulations of management and programs of recreation that may be devised and established by the city council.
